Served four years in Seabee organizations managing construction tradespeople to complete small base construction, renovation and maintenance projects. Planned and scheduled projects, purchased materials and managed operating budgets. Served six years in Resident Officer in Charge of Construction (owner’s representative) organizations managing design and construction contracts. Designed, estimated, negotiated and wrote changes to construction contracts, formulated and argued the Navy’s position in contract disputes, reviewed and approved submittals and progress schedules, inspected work in place and approved payments. One year during this period was spent obtaining my Master’s degree.
